    "rationaleStatement": "This proposal is a Treasury Withdrawal Governance Action to withdraw ₳18,263,496 from the Cardano Treasury for the “Tweag Core Cardano Infrastructure: Treasury Withdrawal 2026–2027” project by Tweag by Modus Create. In accordance with Article 2, Section 6, Paragraphs 1 and 2 of the Cardano Constitution, this proposal adopts an immutable off-chain reference using IPFS. Furthermore, the proposal text includes a title, summary, rationale, justification, and references to relevant materials, providing the information necessary to evaluate it as a Governance Action. Regarding Article 2, Section 7, Paragraph 1, this proposal aims to implement the mainnet deployment of Peras, History Expiry, and Conformance Testing. The proposal details the implementation period, budget amount, budget justification, and conditions for the return of funds related to unused funds or a reduced scope. Regarding Article 2, Section 7, Paragraph 2, this proposal discloses that TWEAG has been responsible for delivering work funded by the Cardano Treasury and states the total amount allocated in the Treasury Smart Contract as ₳11,070,322.68. Regarding Article 2, Section 7, Paragraph 3, this proposal requests ₳18,263,496 and confirms that this amount falls within the 350M ADA Net Change Limit applicable to Epochs 613–713 at the time of submission. Article 2, Section 7, Paragraphs 4 and 5 describe contract management with Intersect as the administrator, milestone management, third-party assurance, delivery assurance, the Treasury Reserve Smart Contract (TRSC) and Project-Specific Smart Contracts (PSSC), an Oversight Committee composed of external independent third parties, auditing, reporting obligations, and auditability via a public dashboard.
