    "rationaleStatement": "This proposal is a Treasury Withdrawal Governance Action to withdraw ₳4,207,967 from the Cardano Treasury in connection with the \"Governance Incentives Framework 2026.\" With regard to Article 2, Section 6, Paragraphs 1 and 2 of the Cardano Constitution, this proposal is referenced as an immutable document with a commit hash. Furthermore, since the proposal title, summary, justification, and relevant supplementary materials have been provided, we determine that it meets the requirements of the aforementioned section. Regarding Article 2, Section 7, Paragraph 1, this proposal outlines the objective of conducting research, design, modeling, and testing of the Governance Incentives Framework, and states that the project will be implemented over 12 months through seven milestones. Furthermore, the costs and expenses associated with each activity are outlined, and conditions for returning funds to the Cardano Treasury are specified regarding unused Contingency Reserves, Pilot funds, funds remaining due to partial implementation or scope reduction, and allocations rendered unnecessary due to overlap with Input Output Research. Regarding Article 2, Section 7, Paragraph 3, this proposal specifies the Net Change Limit for 2026-27 as ₳350 million; subsequently, the Net Change Limit GA (gov_action15atytcy8ru7mkcs8m7r8mx7k5x36t0h6grtgmak6v5wmf4nq07lsqhakceq) was approved, and the current Net Change Limit is ₳500 million. In either case, we confirm that the amount requested in this proposal falls within the Net Change Limit. Regarding Article 2, Section 7, Paragraph 4, this proposal allocates ₳126,239 for \"Independent Audit and Oversight\" to support the necessary independent audits related to the Treasury Withdrawal process. It also outlines the project's metrics and KPIs, as well as financial and milestone reporting. However, there is some interpretive uncertainty as to whether these metrics satisfy the requirements of that paragraph as oversight metrics regarding the use of ADA. Furthermore, Article 2, Section 7, Paragraph 2 requires prospective recipients of Treasury Withdrawals to disclose whether they have received ADA from the Cardano Treasury within the past 24 months. Upon reviewing this proposal, we were unable to confirm such explicit disclosure. We interpret Article 2, Section 7, Paragraph 2 as requiring explicit disclosure regarding whether ADA has been received from the Cardano Treasury, even if no funds have been received. Therefore, we cannot confirm that this proposal meets the disclosure requirements of that paragraph. Furthermore, Article 2, Section 7, Paragraph 5 requires the designation of one or more administrators responsible for monitoring the use of funds and ensuring the achievement of deliverables. While this proposal includes provisions regarding administration and coordination, audits, milestone reports, and financial reports, we could not confirm the explicit designation of an administrator who bears the responsibilities required by that paragraph. Furthermore, regarding Article 2, Section 7, Paragraph 6 of the Cardano Constitution, we have confirmed that the recipient address for the Treasury Withdrawal is not delegated to an SPO. However, since this proposal does not explicitly designate an administrator, we could not confirm compliance with the requirement that ADA prior to any additional payments by the administrator be held in a separate account auditable by the Cardano community, nor with the requirement regarding delegation to the predefined abstain voting option. Therefore, we determine this proposal to be unconstitutional.",
