    "rationaleStatement": "This proposal is a Treasury Withdrawal Governance Action to withdraw ₳1,310,960 from the Cardano Treasury in connection with \"Withdraw 1,310,960 ada for Hardware Wallet Maintenance 2026,\" proposed by VacuumLabs. This proposal met the 67% support threshold required during the Hydra voting phase of the 2026 Intersect budget process and has proceeded to the submission of an on-chain Treasury Withdrawal Governance Action in accordance with the approved budget process framework. This proposal refers to the proposal document on IPFS and presents the proposal's title, summary, rationale, justification, and relevant supporting materials. These comply with the requirements of Article 2, Section 6, Paragraphs 1 and 2 of the Cardano Constitution. Regarding Article 2, Section 7, Paragraph 1, this proposal aims to ensure the continued maintenance of Cardano's hardware wallet support and sets the implementation period at 12 months. The supplementary materials present a breakdown of costs; unspent funds and audit reserves that are no longer required will remain unclaimed, and conditions for returning funds to the Cardano Treasury through the Administrator's settlement process are outlined for any unpaid funds at the end of the contract period or funds related to scaled-back or discontinued activities.
