    "rationaleStatement": "This proposal is a Treasury Withdrawal Governance Action to withdraw ₳10,000,000 from the Cardano Treasury for the “5am.earth Trust Layer Targeting Vision 2030 KPIs.” Regarding Article 2, Section 6, Paragraphs 1 and 2 of the Cardano Constitution, this proposal adopts immutable off-chain references using IPFS. Furthermore, the body of the proposal includes the title, summary, rationale, Trust Layer Architecture, individual Work Packages, milestones, budget, audit framework, management structure, repayment conditions, community reporting framework, and Constitutional Compliance Posture, among other details. We therefore determine that it presents information sufficient for evaluation as a Governance Action. Regarding Article 2, Section 7, Paragraphs 1 and 2, this proposal states that the purpose of the Treasury Withdrawal is to build a trust layer for agriculture on Cardano and to expand it across multiple countries. It also details fund allocation, milestones, audit and reporting systems, and repayment conditions. Furthermore, it explicitly states that neither the 5am.earth Foundation nor any consortium-named entity has received ADA from the Cardano Treasury through Treasury Withdrawal Actions within the previous 24 months. It also discloses that consortium-named entities have received funding through Project Catalyst. Regarding Article 2, Section 7, Paragraph 3, the requested amount of ₳10,000,000 in this proposal falls within the approved Net Change Limit of ₳350,000,000. Regarding Article 2, Section 7, Paragraph 4, this proposal includes an audit allocation covering Intersect management fees and an independent third-party assurer. In light of this, some of our members abstained or considered the structure to be unconstitutional, citing the difficulty of determining its constitutionality.",
