Unrelated parameter changes should be submitted separately so that each can be voted on independently.2.Reducing minPoolCost to 75 ADA will not solve the fundamental problems facing small pools. For pools that produce only one block every few months, lowering the fixed fee will not provide delegators with stable rewards, while 75 ADA would not even be sufficient to cover operating costs. This is also inconsistent with the principle of MPC-03 of the Constitution, which states that minPoolCost should be set in line with the economic cost of operating a pool, and may instead lead more small pools to cease operations. Moreover, the proposal itself acknowledges that the 2023 reduction in minPoolCost alone did not resolve the underlying structural issues. Nevertheless, it does not sufficiently explain why further reducing the same parameter should once again be prioritized, without accompanying structural measures, simply to bring the “fixed fee as a proportion of block rewards” closer to its historical level.3.To advance decentralization, a more comprehensive incentive design should be considered, including not only minPoolCost, but also k, pledge, a0, minPoolMargin, and other relevant parameters. Rather than repeatedly reducing minPoolCost in isolation, I believe priority should be given to more fundamental measures that directly address stake concentration and the long-term sustainability of small pools."
