    "rationaleStatement": "This proposal is an Info Governance Action titled \"Reforming Treasury Governance\" submitted by AtlasHub. We determine that this proposal does not satisfy the requirements of Article II, Section 6.1 of the Cardano Constitution. Article II, Section 6.1 of the Cardano Constitution requires that a Governance Action include a URL and the hash of the document referenced by that URL. In addition, the document hosted by such a URL must be immutable and incapable of being altered after submission. The off-chain reference provided by this proposal is the following URL: https://raw.githubusercontent.com/AGT-T/RTG/refs/heads/main/data.jsonld This URL references GitHub's `refs/heads/main` branch and may therefore reference different content under the same URL after submission. Article II, Section 6.1 of the Cardano Constitution states: \"The document hosted by such a URL shall be immutable and incapable of being altered after submission.\" Therefore, we cannot determine that the document hosted by this URL satisfies the requirement of Article II, Section 6.1 that it be immutable and incapable of being altered after submission. Accordingly, we determine that this proposal does not satisfy the requirements of Article II, Section 6.1 of the Cardano Constitution and is therefore unconstitutional.",
