    "comment": "SIPO DRep votes YES, with expectations, on the treasury withdrawal \"PFMS: Bringing Government Scale Adoption to Cardano by Trivolve Tech\" (9,600,000 ada).\n\nSIPO weighs real demand and delivered usage, as it did when it voted Yes on the 5am.earth Trust Layer (June 2026) and on Cardano Enterprise Adoption: Ticketing Platform (July 2026).\n\n1. Delivered usage. Trivolve Tech's Forensic Management System, built with Project Catalyst funding, has run on Cardano mainnet with the Uttar Pradesh Police since September 2025. The Cardano Foundation reports 161,070 transactions at its script address. PFMS extends that work from one stage of the chain of evidence to all five, and the state is to cover transaction fees, infrastructure and maintenance after deployment.\n\n2. A reusable public good. The PFMS core (the six engines, the stage smart contracts, the DID registry, the verification layer, the batch format and the test vectors) is to be released under the Apache License 2.0 at M3, with the final handover at M4. Other states, countries and builders can reuse it.\n\n3. Payment discipline. The Cardano Foundation is the administrator. Four of the five tranches are released only after an independent assurer and the administrator have verified the milestone; M3 requires 100,000 mainnet transactions from live sources and M4 requires sustained usage. Spending is capped at USD 0.30 per ada, value above the cap returns to the Treasury, and unspent funds return at the end. 70% of paid verification revenue is to go to the Treasury and 20% to core Cardano library maintenance. The request takes Net Change Limit usage from 91.5% to 93.4%.\n\nWhere SIPO draws its lines, so that this Yes is read consistently with its past votes:\n\n- Custody. SIPO abstained on OriLife and Strike Finance, where treasury funds would sit with the proposer itself under a single key and the safeguards were promises. Here the funds sit with an administrator that is separate from the vendor, and the vendor receives later tranches only after verification. However, the proposal states that the funds are held by \"the administrator's multi-sig wallet address\", while the destination stake1uyyqmz5ae7ct4f26p4t87y2xrrgu7f3e0cpap66zgcnxu0gl7gy6y is a key-hash credential, not a multisignature script. That statement should be corrected.\n- The founding entity's roles. The Cardano Foundation is co-author, administrator (200,000 ada, 2.08% of the budget) and a DRep that has voted Yes. These roles are disclosed, which is the difference from cases where SIPO voted No because a founding entity's involvement was not disclosed.\n- Who pays. The Treasury funds the build while the state funds operation and Trivolve Tech earns maintenance fees from the state. SIPO accepts this split here because the core is released as open source for others to reuse. It should not become the default for vendors winning government contracts.\n- Verifiability. The state agreements are confidential, and the Telangana deployment has not yet been confirmed publicly. SIPO relies on the verifiable track record and on payments that stop if mainnet usage does not arrive.\n\nSIPO's expectations:\n1. Public confirmation from the deploying state government, such as an announcement or a summary of the procurement record, before M2.\n2. Correct the \"multi-sig\" statement and publish how the administrator controls the receiving account.\n3. Report the use of the 1,800,000 ada kickoff tranche at M1.\n4. Report verifications actually performed (evidence bundles verified, cases that used them) alongside transaction counts.\n5. Publish code before M3 where possible, for example the engines and stage contracts proven on preprod at M2.\n6. For future actions: an administrator abstains as a DRep on actions it administers, and proposals built for a commissioning government show that government's co-funding.\n\nSIPO looks forward to Cardano becoming a working trust layer for public institutions, and will follow the milestone reports.
