The anchor document supplies the title, abstract, motivation, rationale, and references that Article II.6.2 requires, including a plain account of how staking rewards, saturation, and pledge interact and the history of prior changes to this parameter. Any ada owner may put such a question to the Community. Article II.2.1 entitles ada owners to \"access and participate in the on-chain decision-making processes of the Cardano Blockchain ecosystem,\" and Article II.5.1 expressly assigns SPOs a vote on \"Info\" actions. Using an Info Action to gauge sentiment in this way is a valid exercise of those governance rights.\n\nAlthough this Action seeks information about a specific protocol parameter and a specific value, it does not commit any change to the protocol rules, because it is not a Parameter Update action.
