"comment": "SIPO DRep votes ABSTAIN on the treasury withdrawal \"AURORA: Open infrastructure for bringing real credit markets to Cardano.\" (940,000 ada), and sets out what a resubmission would need for SIPO to vote Yes.\n\nSIPO supports the direction. A shared layer for describing, finding, comparing and verifying individual credit opportunities fits Cardano's eUTxO lending model, and it could save each application from rebuilding the same infrastructure. The fund-control design is the kind SIPO has backed before: the withdrawal goes to a dedicated 3-of-5 multisignature script whose signers are independent of the implementers, the account is not delegated to a stake pool and is delegated to the predefined abstain option, payments are staged, Treasury use is audited twice, and every output is to be released under the Apache License 2.0. The request is small, about 2.2% of the remaining Net Change Limit headroom.\n\nSIPO does not vote Yes on this version for three reasons.\n\n1. The proposal record is not fixed. The anchor document sits at a GitHub branch URL that can be changed by a single commit after submission. Three Constitutional Committee members have voted No on Article II.6.1 for this reason, and one also finds that the costs, refund circumstances and prior-funding disclosure appear only in a separate document that the action does not fix by hash (Article II.7.1 and II.7.2). On 5 November SIPO asked the same of another treasury proposal: anchor the record at a content-addressed URL.\n\n2. There is no evidence yet that anyone will use it. No lending implementation, capital provider, cooperative or pilot is named as an adopter, and delivery ends at a testnet demonstration. When SIPO voted No on the Global Order Book / DeFi Kernel proposal in July, it asked for evidence of adoption by independent protocols before funding shared registry infrastructure. The same test applies here.\n\n3. Funds can leave custody before final acceptance. Payments are advanced ahead of each stage, so the full 940,000 ada can leave the multisignature before the final review and public release. Of the request, 800,000 ada is a fixed fee to Fairway without a breakdown of roles, rates or person-months.\n\nSIPO does not vote No, because the fund-control structure differs clearly from the single-key cases SIPO has opposed, all outputs are public, and the size is modest. The issues above are fixable on resubmission.\n\nSIPO would vote Yes on a resubmission that: anchors the proposal at a content-addressed URL such as IPFS, with costs, refund terms and prior-funding disclosure inside the hashed document; shows commitment from at least one lending implementation, capital provider or credit cooperative, or a pilot with real capital; keeps the final payment with the administrators until the final review and release are complete; and breaks down the implementation fee. Open credit-market infrastructure is worth building on Cardano, and SIPO looks forward to the revised proposal. This vote is SIPO DRep's recorded position.\n\n---\n\nSIPO DRep は、トレジャリー引き出し提案「AURORA: Open infrastructure for bringing real credit markets to Cardano.」（94 万 ADA）に棄権（ABSTAIN）を投じます。
